How long does one keep investing time and (most likely) money into a relationship before there is a proverbial return on investment?

The answer is that it depends on a lot of factors.

Believe it or not, there are plenty of gals who insist on being married before they will engage in intercourse.  (Liz Taylor was a famous example.)  There are guys who are so enamored of a gal, they will go along with that (Though they might be getting some on the side with escorts during that period too.)

Then there are gals that will do HJs or BJs but not intercourse instead of intercourse.  These gals normally live in half-way houses (little joke of mine there.)

I never had to face that with most of the gals I dated as it was the sexual revolution and everyone was hot to trot.

Interestingly enough, I started up a non-sexual relationship with my first girlfriend some 40 years after we broke up (She broke off with me because she didn't feel like being sexual and I wanted it.)  I was very happy to have a non-sexual relationship with her now, but after a couple of years she wanted it to be sexual, so I indulged her.  It was a big mistake and she evenually wigged out on me and now we don't even talk.  I should have known better.

And things were progressing in the other key areas (friendship, interests, goals, attraction, chemistry, communication, compatibility, compassion, extra), I would wait a long time. Sex is important, just not the most important thing a woman brings to the table.
