I reviewed a lady for a second time, simply because it had been a while since she'd been in the game.  The offerings were pretty much the same, except that I'd gotten more "seat time" and better knew how to get what I was interested in.  As Jazz stated, I got no additional VIP days, which I'll worry about sometime in 2012, but it served to remind the community that she was back.  It was approved in about a day.

I have seen that the consistency of approvals is spotty at times.  Some guys write 10 words and it goes through; others get bounced for it being lacking in detail.  I've submitted problem reports that weren't approved, and others that were, for the exact same set of circumstances.  That's the downside of dealing with people...sometimes they're human, LOL.

Is it okay to post another review of a provider if my second experience was different from the first time I posted a review?

8) You may also submit an update on a provider that you have already reviewed. We will replace your old review, but you won’t be credited for an additional 15 days. Your new review must be a complete rewrite that adds something new to the experience in order for it to replace the old one.

"must be a complete rewrite that adds something new to the experience"

I take this to mean that something new in the ways of menu offerings, either more or less offered. I have had a new review refused when the new experience was an overnight compared to an hour date.
