I would phrase it differently, but I agree, Giuliani has always been one to embrace the spotlight, regardless of consequence.
And though as my memory serves he was Johnny on the spot on 9/11/01, subsequent years have shown he really was just doing what (self-serving) career politicians do best, exploiting a situation to his political advantage. Whether he is stumping for spot in a Trump cabinet is irrelevant. He's putting his name out there for consideration by someone for something, and it aint gonna be Commissioner of Baseball. Giuliani does not suffer from dementia, amnesia, Alzheimer's or any kind of disability. He is simply a liar. This explains his affection for Trump.

He is not the brightest bulb in the lamp. When he ran for President he had only two answers for any question. (either "Ronald Reagan" or "911") It did not matter what the question was. Now he is just talking to the media with whatever talking point someone has given him. He has no ideas of his own.
