It's safest and most efficient when both are working as they should.
I think the only thing that can make sure that this is actually happening is compulsory voting.
That's an excellent analogy.
But even when both are working at peak efficiency, you still need tires and fuel.
Or, in this analogy, the independents and undecideds.
