...that was the first time I heard the phrase "shelter in place."  Instead of using terms like "lockdown", "martial law" or "24 hour curfew" the cops used the seemingly innocuous phrase "shelter in place."  The cops were just showing concern for the citizen's of Boston, that's all.  They wanted them to be safe, seek shelter in their own homes and not come out (or else the cops might shoot first and ask questions later).
