Long ago, I did know a Pre-Op TS who offered sensual massage and her clients were not allowed to touch her below her waist. Nobody guessed. 
Or, quite simply, are some T S providers PASSING as females?
What you mean is, passing as cisgender women: those whose physical anatomy was wholly female at birth.
Disagree all you like, but in my opinion TS ladies ARE female, no "passing" required. 
Because if you mean Pre-Op, if she's offering FS then I would guess she'd be outed; more likely sooner than later.
