It has always been the policy of TER that mentioning UTRs on this board is a violation and the posts were typically removed. If you continued to do it, or your post revealed personal details about the star (such as the real name if they were using an alias), you were put on "moderated" status.
It now appears that TER is no longer enforcing those policies.
