You can either just contact them thru P411 or just send them an email with your P411 id so they can see you have some ok's.
Lots of agencies and indys will say on there P411 profile what there willing to accept, example P411 profile with atleast 3 ok's

Hello,

For a hobbyist with multiple okays on P411, what information should be provided to Agencies? Does one need to fill their website with ALL information or just an email with P411/TER information be enough?

If the agency in question says on their ads/website that their web form (or whatever the case may be) needs to be filled out, then a P411/TER handle isn't going to cut it. Unless, of course, they mention P411 as an acceptable sole screening method.

so, I guess the first step is to contact the agencies with P411 ID and go from there and see if that is enough.

If they specify that they need the info outlined on their form, then a P411 handle isn't enough. If it's not clear, then there's no harm in asking. That said, I have to reiterate that if they mention requiring certain information and you disregard that, you'll probably be ignored.
