I agree that I rarely agree with the UN and in this case I am amazed at how much sense they are making.  Of course, they had to go overboard with their absolute assertion "in every instance..." - really!?!  Did they study every instance where prostitution being legalized?  When it was legal, I'm not aware of illegal prostitution flourishing in Deadwood South Dakota.  In fact, throughout the Wild West USA when prostitution was legal, I don't know that illegal prostitution was flourshing.
