UNLV is located east of the south end of the strip. There are plenty of college bars along Tropicana around there and along Maryland Pkwy. If you consider the strip and downtown fairly sanitized and safe, this area will put you in some danger (not unlike any urban environment).
While it won't be strictly locals, there are two off strip places that get some good notice. Whiskey Sky at Green Valley Ranch (I-215 and Green Valley Parkway) and Plush (JW Marriott in Summerlin) are pretty nice places to hang. Sorta opposite ends of the valley. Plush is relatively new so it might have more of a trendiness to it that attracts the beautiful people.
And if none of those tickle your fancy, there's always the swingers clubs, with the permenent ones accepting single guys if you feel like taking your chances.
My personal feeling is that you'd have more luck with other tourists that want to kick it in Vegas.

Several years ago I had a great night with a UNLV coed that I picked up in a casino...now before you all slam me I know that she was "kind of working" cause I gave her $200 before she left and she didn't argue, but she was NOT the typical bar girl. It was a VERY GFE experience...
Looking for a place where a couple of drinks and "cab fare" will go a LONG WAY...
