usually on account of the fact that either the gal, or you, or both have insufficient cred with TER on account of a limited review history or posting history, or both.

When TER finally sees more reviews from either, or more board postings, or both, they will then (usually) publish the review.

If some time has past and you don't see it published, it wouldn't hurt to write to TER and ask about it.  Sometimes they forget about these things and need to be reminded.
