Checking on Walmart return policies.  15 days for all cell phones.  So why not buy a phone then poon less than 15 days then return it?  Then Walmart will sell it to another customer eventually and this would throw the government agents off track.  Plus total costs will be only gas to and from Walmart plus the minimum airtime.
