AFAIK, there isn't much of a touring scene in the Netherlands. Either home grown or trafficked from Eastern Europe 
Two suggestions: contact the Dutch Embassy in Washington, or get a Dutch speaking friend (sorry Google Translate won't quite cut it) to help you put an ad on the site in the link below. The lady in the pic has an English page on her site and might help you navigate the scene...
