People have been asking that question for I think about 2 years that I know of (or whenever it was first noticed).  No one has a definitive answer.  Only lots and lots of speculation.

Providers in that section will have partial profiles and no reviews.

The question comes up often. There is no clear explanation from admin.

most still have phone numbers and e-mails..never tried to book one..i suppose you could..but i really do not want to find out what they are hiding..they are there for a reason..only TER knows for sure why..

It is way for providers to hide the reviews. One of the girls that I have reviewed has used that feature.

TER has been getting more and more provider friendly for last couple of years, and this is just another feature for the girls that does just that....

In our next version, this section will be revamped and more robust. Hopefully, there will be a better name.  

1. Guys spend an hour creating a review and then we have to say no due to the fact that the provider is delisted. This is very frustrating.  In the very near future, this will be caught as soon as the issue is detected during the review submission.

2. Sometimes, providers get really poor scores and then scream and threaten until their profile is pulled. Guys then still see them unaware. If you see someone who is on this list... well ok.. but do not complain.

3. It may not happen often, but at times a provider may not play fair in some way.. like threatening to out someone if they do not receive a good enough review...they can be put on the list.

To a question asked numerous times.

Your answer verifies mine that it is a "limbo" area between active and delisted, but at least you provided some examples as to how a lady might end up there. :)

So if a girl decides to get out of the business for whatever reason - they might still be listed in this section?  How does a girl exit?  I don't foresee any issues with me but I imagine someone going through custody battles or someone who actually leaves the business to do something else might not be able to get out because of this section.  Providers have to have a way to exit regardless of how long someone might spend on a review....
