in the US all the indie K-girls all speak English quite well. If they didn't they would be using agencies.
Of course it might be that they play the same game as many agency girls --- pretending to speak less English because they just have no interest in talking or "connecting" with some clients.

There was a good one but she almost tripled her prices a couple of years ago from one day to the next.
Others, such as the Thai girls, have a comparable price but service and offerings are nowhere close to the same.

What "service and offerings" exactly? I've seen some amazing Thai girls.

I personally don’t know of any Indy K-girls in this area anymore. If there are, I just hadn’t ever tried to see them.
Regarding K-agencies using P411 and/or references, I seriously doubt it. I couldn’t even get in with K-agencies in TX during a visit last fall, and I tried to use the K-agencies here that I’m cool with as well as some indy references. Ironically, I had even seen a K-girl who was working for 1 of them in Dallas at the same time and had seen her at her last stop which was Tysons 2 weeks prior. I eventually got in with 2 K-agencies there, but it took some doing.
Unless you’re already good with them, I imagine your only option is a redacted ID and selfie or whatever is the requirement these days.

I've never been able to see her. I've communicated with her but at times she seems to disappear.
I've tried a few times over the years. My impression is that she's not very diligent about communication.
