I heard there are forums around the net where specific SBs from SA get reviewed by SDs and alerted to scammers and the like. I've tried searching but can't find it. I know links are not allowed here but a hint in the right direction would be appreciated
Personally, I don't really want SB reviews, once they start getting reviews IMHO they are no longer SB's, but hookers.
Not to mention a little hitch I have mentioned before and that is I believe there would be a GIANT pushback from SA who is riding the fine line of legality, graphic reviews of carnal acts for money between SD's and SB's might very well push them over that line and put them out of business.
I've said it before and I will say it again, for a whole host of reasons I think reviews of SB's is a HORRIBLE idea.
I do not like the fact that there are no screening mechanisms in the Sugar World. I wonder if some sort of system similar to the TER White List could work. No actual reviews, for all the reasons you have outlined. But just a simple place for the guys to add their names to a girl's White List, and vice versa, meaning nothing more than that this is a safe person to see and not a scammer, axe murderer, or nutjob.

I seem to recall that about 1-3 years ago there was an alternative review/ad site to TER, which also included a section for SB reviews. The site seemed to flourish for 1-2 years, and then disappeared - at least I have not seen it in a year or more, and to be honest I have forgotten the name. Had a lot of provider reviews, but very few SB reviews.
I agree that reviewing SB's is stupid, for many reasons including some of those mentioned, and others.
However, by accident I discovered a review board where at least some SBs are reviewed. The site also reviews massage parlors, hookers, etc. Its national, but the organization and posting is quite local. Some local communities are active reviewing SBs, others only a llttle, and others not at all.
I'm not sure what TER will allow, but I'll try to post something in a followup.
You could google "guide to sex in the usa" and (at least for me, I think google doesn't give the same result for everyone) the first, or one of the first hits will be the site I referred to. If your local community's forum doesn't have SB reviews then look in some other communities and you'll find some.
