It causes a static electricity charge (spark) to jump to a grounded object it gets close to.  I imagine it has a tingling feeling like the electrical stimulation devices you might find in a physical therapy or chiropractor's office.  Some people like that feeling, I never did.

Electric Violet Wand

I think it's called a Violet Ray Wand or something.

It's a zero amp, low voltage electro shock toy.  there are around $350-$500 with various adapters for different body parts.

I experienced one once in a BDSM club, it was a tingly sensual feeling.  I think some can be turned up higher.
