Where I live there's a long list of requirements that massage providers must adhere to, including licensure. The cuddling providers may want to take that off their menus to avoid extra costs and hassles.
What I think is a head-shaker is that "cuddling" for a fee is perfectly legal as long as both parties are clothed and keep their hands away from a few square inches of each other's bodies. It's even legal, with massage, if one person is completely nude--as long as a few square inches are covered and there's no touching of those square inches. But consensual cuddling of nude bodies and intimate touching is illegal almost everywhere in the USA--even if there's no sex--if money changes hands.
