I tried that and the review was rejected.  The supposed reason being I did not check yes for services provided as promised.

Maybe they thought the promised services were supposed to be "and I will take your money and not ever see you." Or something like that.

 
But yes, that was largely my reaction as well.

You never met this provider, nor you paid anything. You just assumed that ad is fake /ripoff/ whatever.  

We send you detailed explanation about why your review was not posted.  

Our definition of rip off- you paid her, but  didn’t get ANY services.  

If you think that ad is fake, just post on the board.
