I would think National Spy as it allows you to be ambiguous about if you're spying for or on any given nation and you can name a nation pick a nation that the person you're speaking with doesn't have an interest in.

 International spy...well what would it mean to spy for the international? You spy on aliens or other planets? Doesn't make much sense to me (but then I don't have the tinfoil hat . But if it's assumed you spy ON the international then anyone might have an interest in shooting you.
