That has actually been the case for me.   I've written more reviews that don't involve Greek than those that do and even though I'll give the performance a score of 10, the score gets reduced to 9.  If you look at my reviews, the ones with performance scores of 10 involve Greek or a threesome (or a threesome with Greek ).   I've submitted many more reviews than that with a performance score of 10, only to have the score reduced when the review was published.

In one instance, I gave the companion a performance score of 10 and our time INCLUDED Greek, but the performance score was reduced to 8, I think, given the overall "tone" of the review (which I can understand).

When I see reviews get posted with a performance score of 10 that doesn't involved Greek or a threesome, I actually wonder how that score was allowed to remain.

All reviews go through moderation first to make sure the narrative supports the score that was given by the reviewer.  If it doesn't, the score is lowered to the appropriate level before it is published on this site.  No enhancement points are available for BBFS, so that alone cannot get you to a score of 10.  

 
There are only three ways for a score to get to a 10 . . . . 1)  Anal sex was one of the services that took place at the session;  2)  The session was a duo with two providers, (FMF);  or 3) the session was a gangbang, i.e., at least two men were serviced by the provider (MFM).  Note that these activities merely create a PATH to a 10 that will get through moderation, but the reviewer can still give a lower score if he or she did not feel the performance was worthy of a 10.

I agree completely with you that TER will not allow a ten in a one on one session without the anal being in the narrative. Have seen more than one score above a seven where the narrative does not support the score. If that is the case a problem report will get it kicked back to the reviewer to be changed or if reviewer is unresponsive will change it. With the volume of reviews the moderators will miss some over scoring but will correct .
