From the reviewer's perspective: If you're writing a review for a girl who, at the time of writing, there were no recent reviews for her in the "TER city" that you fucked her in, you check the box to move your review to the to the front of the queue. You will be required to provide all the new contact and location information. It only applies to the first review for that TER ID received with that checkbox checked.
 
A couple of quick searches shows that the case of "no recent reviews for your closest TER city" is a filter that is manageable for the mods because of it's low frequency, approx 1 in 25. To the reader, there isn't any apparent change because you aren't grouping them and you're not sevety-two houring them either! Also, the requirement to supply all the new contact info is a guard against fake reviews (maybe).
 
The feature is good for hookers and mongers alike. And that's good for indies and agencies alike. And all that is good for TER.
