Yes, but not through streamate.  You'll probably never hookup with someone through that sight or any other cam sight since those sites are all monitored.  

As an aside, avoid streamate.  They cancelled my account for no reason, and then claimed that it never existed.  I argued with them for over a week, even sending them copies of the confirmation email they sent me, and other "evidence" and they still claimed that the account never existed.  They took my money and blew me off (and not in that good way .  So, if you do choose to use them, be careful and don't give them any money.
