This is the same language we've had in place for the last 10 years. It's not Constitutional, IMHO, and is a violation of haebus corpus and the laws of warfare, but it does NOT target US Citizens. It specifically targets al Qaeda.

your reference contains clauses that specifically exempts U.S. Citizens. But G.W. Bush declared Jose Padilla and "enemy combatant" and languished in jail for several years before being charged in a civilian court.  We must remain vigilant, especially when you consider the bunch vying for the republican nomination.
