Was there any evidence that the hijackers attended a mosque in NYC, or any where in the USA?
If the answer is no, this policy doesn't seem practical. I can see why LE advocates profiling on what ever bases. I don't necessarily agree with the policy of profiling on principals of freedom.

In 2001, he presided at the funeral of the mother of Nidal Malik Hasan, an Army psychiatrist who later e-mailed him extensively in 2008–09 before the Fort Hood shootings. During al-Awlaki's later radical period after 2006–07, when he went into hiding, he was associated with Umar Farouk Abdulmutallab, the Nigerian who attempted the 2009 Christmas Day bombing of an American airliner. Al-Awlaki was allegedly involved in planning the latter's attack.

I don’t disagree because great many Mosques are used to spread fanaticism and world domination. Like Christianity, Islam also believes in conversion.
Most of the Muslims ancestors were converted by force by the marauding Islamic army. History is full of forced Islamic conversion and Life or Death is the choice in this case.
