The issue is that there are taxes and other things related to changing the tax rates that will heavily effect Obamacare. If they don't repeal Obamacare, they can't just drop some of the things related to it. It'll make it fail faster, but it'll be hung on the R's head for it's failure. They are kinda stuck.
Best thing, and what I hope to see is a repeal of Obamacare set for a future date, (2018) and time given to create something that works. They can then move to other things, leaving the Ocare tax stuff in place through (2018) cut other taxes/rates cleanly. Keep working the program, don't get hung up on this. I don't really give a shit about Ryan. I hope he removes himself if it doesn't pass and give someone else a chance. Ryan just isn't a strong leader. a lot of the problems were caused by Republicans, overtly or covertly, sabotaging the ACA. Perhaps now that they have to live with it for a while, Reps will be more cooperative.
