Sorry, me unclear.  I was describing only the process.

NP can travel to a third country which maintains diplomatic relations with Iran.  She can there go to an Xranian consulate in that third country and apply for a visa.  The Iranian consular officials would then decide [no doubt in consultation with Tehran] whether to grant or to deny NP's application for entry.

[Many countries make the granting of a visa an almost automatic "yes" decision provided some simple documentation is provided [for example, all business travelers must have an "invitation" from the company overseas they are planing to visit].  some countries require proof of financial means, some require proof of int'l medical/accident insurance coverage, some require an HIV test [Russia and Saudia Arabia, to name two].]

As you note, this apparently has been tried and proven unsuccessful.

TY, I was never aware that there was an alternate spelling/meaning.  However, clever as "clitty litter" undoubtedly is, it's not the most appealing of images.  

Which now makes me wonder, is there an equivalent term for mens' briefs?  You know, sometimes there's a yellow stain of unknown origin, caused, i'm guessing, by excessise leakage of precum?  I could google this, but...

Rite off the top of my head, i'm thinking "head cheese rind"?
