This is mostly an internet myth. Jackie Kennedy began the trend of First Ladies with their own staff, and every First Lady since then, including Nancy Reagan and Laura Bush had their own miniature army of staffers.
The message here is that we've allowed gov't in general to become massively bloated. This is not unique to any one political party, nor any one First Lady.
