hence it is not possible for them to sign a side deal when the UN Security Council Members are negotiating. Furthermore, any agreement IAEA negotiates must be ratified by the Security Council and the General Assembly.

The only thing that is not made public is the IAEA inspection and reporting.    They cannot make it public for obvious reasons, first to protect Iran's privacy regarding their nuclear program, not weapons
