States build it to provide for the dirt poor people. The only other option is to leave them on street to die.. Trying to break the ethnic groups would be unconstitutional.. What people do when they get together in group is matter of CHOICE. I'm talking about people's CHOICE here. So lets not confuse this with role of the Government.

I was bringing up the talking point. That living in squalid conditions could breed contempt, against who ever is responsible for the environment in which you live.
