Not sure if GW said I have the authority to attack in any case but I would like you guys to vote.  Recall also those on tape in 2007 saying any president who attacks another country that was not a threat to the US should be impeached.  So I think Congress should vote, it's just the implication from the administration that they don't need the vote is the issue.
