If a another country was supporting, financing and training terrorists that hit the US would we be able to strike back under your scenario?

In 1963, 1965 and 1971 Government of India floated  its National Defense Bonds to pay for the wars with Pakistan.  
   
 Now that this country is more closer to another invasion and occupation of Iraq, probably a war with Iran,  why not the Federal Government float National Defense "Non repayable" bonds to pay for this and future wars?    This  way it does not add to the national debt or budget deficit.  
   
 It will be curious how many Americans will buy these bonds to support wars in Middle East against countries that are in no way a direct threat to their lives .     Personal income taxes should not be used for wars except when this country is attacked directly, here by another country with its army, navy, air force.    
   
 Ditto for $billions that goes to Israel.    Float non repayable "$$ for Israel" bonds.    Let us  see how many Israeli butt licking Americans will buy.

I said if a country  declares war and attack us with its military, air force and navy!   LOL.    Terrorists and terrorism is a product of this country's foreign policy in the Middle East.

...and didn't allow any exemptions or deferments for the chicken hawks and one percenters because there wouldn't be any wars if they had to send their own kids.  Bill O'Reilly would put his kids on the first plane back to the "auld sod" when they turn 18 but they'd be brought back in chains to serve in the military.

As for Israel Bonds, they've been around since 1951.

I am 100% behind a return of the draft, and I also agree about no exemptions for "senators sons" or anyone else for that matter.

I doubt it would stop actual wars, but it might have an effect on "police actions" where  our presence and purpose are questionable at best.
