I don't hear him "making jokes about a terrible and tragic situation." But rather, making fun of a stupid remark, made in public, by the Governor of South Carolina, who should know better.

Me thinks you need to learn reading comprehension!  

His temper tantrum reply to me means he clearly was making fun of the tragic situation and the people of SC.
