Insights into Massage Licensing Revocation Procedures - The kangaroo Phoenix Courts/HeaingsI thought I would pass on some information from the private list that sadly may be of interest. A person reported observing the Massage Licensing Board hearing January 23.  He says:There were mainly two types of cases. The first is cases in which licensed establishments have employed unlicensed therapists and the second is licensed therapists operating on their own or in licensed establishments. ALL OF THESE CASES WERE ORIGINATED BY THE WORK OF ONE UNDERCOVER POLICE OFFICER working in concert with support officers. This particular officer has medium brown, long hair with beard and moustache and is between 5'10" and 6' tall. He is medium built.There are two methods of investigation. In the first the undercover officers just randomly choose a massage establishment with a retail location. In the second they call ads in local newspapers and make appointments. When the officer arrives for the session he is in contact with 2 or 3 fellow officers waiting outside. He also has a hidden tape recorder. All he tries to do is get the therapist to AGREE to doing a topless massage or a manual release. She does not have to actually perform either. As soon as that agreement is recorded, he electronically signals his buddies waiting outside, they cite her and their work is complete. This is in violation of the standards set by the city for the profession and means only one thing........license revocation.This is a kangaroo court operation. One woman, with an attorney, clearly proved that the officer was lying or, at least, had VERY doubtful testimony. The officer did not have the tape recording with him for proof. The board revoked her license. IN EVERY CASE, THE OFFICER'S WORD WAS GOLD AND EVERY PERSON'S LICENSE WAS REVOKED.Dave adds,  Phoenix vice are also very much checking anyone doing outcall for escort license.  Recently one provider tells me she noted a bulge in the man's pants that wasn't where it would normally be   She immediately said all she does is dance and refused to discuss anything sexual.  She was still arrested by him for not having an escort license.  I've heard this many times now, if they can't get you for prostitution, due to good screening by the provider, they will get you for escort license violation if your outcall.Be careful, Phoenix is very actively making sure the city is full of sexually frustrated men since vice so much enjoys chasing breasts and naked women (often fondling them by reports received before busting them).  Somehow making sure their is no consenting adult healthy sexuality makes neighborhoods and children safer in the perverted mind set of the City Council who knows what is best for us....just like the Bush folks do!
