I was wondering if it is possible for a provider that has been reviewed but does not have  a membership to White List a client?

and once she has a review (which she already does, you say), she can link her membership with her profile & review.  She gets Free Limited VIP, can use the PM system, can white list.  It might take a day or 2 to work through the process.

I had to contact TER and ask permission before they enabled my ability to WL.

Do agency's white list , their provider's, or both.

She may not want her online thumbprint to include every gent that qualifies for a whitelist. Just my 2 cents. Sometimes men wonder why they did not receive the whitelisting and often times its just an attempt to control our web presence since the reviews share quite a bit of what we don't want a data miner to know :)

As pointed out above, it's free to join.  If she does not want to have a presence on TER, she can't give a WL referral.  The client needs to be a TER member in order to receive a referral from a provider.
