Hi all. I am a male and a complete noob interested in this hobby (I havent started yet) and had 2 questions.  

You're paying for her time, and if you're paying for something else, you're breaking the law. So you decide together how you want to allot the time. Buying VIP so you can read your prospective lady's stories will help you in that regard.

...euphemisms like "paying for her time."  If you're worried about getting busted for posting on a discussion board, then you're in the wrong business.  There's no need to tread softly Sarah.

And I would further suggest that before you even do that, you read the Newbie/Self Help Manual that is linked on this page as it will explain a lot about the hobby to you, as well as how to use TER.

But as two your two specific questions:

1.  Today most quality gals (the ones with good reviews here on TER) will give you the full time you pay for.  At one time many gals were "one and done', despite how much time you paid for.  This is were reading the reviews comes in.

2.  Gals like to use their own supplies, so bringing your own is not necessary, though if for some personal reasons you wish to bring your own, do be sure it is in a sealed carton.  Even then a gal may not accept using it.

Educate yourself, read the self-help center (link is located near the life preserver) and read back many pages here on the newbie board. If you do things right and learn how to choose your companion carefully, playing in the hobby can be the most fun you'll ever have. Rush into things and pick the first pretty face you see in an ad, it could turn into a nightmare.
 You can't go wrong buying VIP so you can read reviews, then look for a lady with lots of reviews by guys who have written many reviews themselves.
 You need to decide how much information you're comfortable giving an lady so she can screen you, some want a lot of personal info and others need less. You might want to look into a verification service like P411 or Date Check, they will help you pass screening and allow you to look for newbie friendly providers.

Pimps and "boyfriends" have been known to help disreputable providers relieve clients of their valuables leaving them with lumps on their heads. Cash and dash girls who take the money and run and the occasional blackmailers.  
They can generally be avoided if you learn to research your companion and and think with the big head rather than looking for the cheapest unreviewed hottie using stolen pics.

if that is all I am paying for, then I need to find ladies for about $30-40 an hour, or about what I would pay for a dinner date!

I've brought my own, from an open box, to dates with about 15 women or so, and haven't had one refuse to use them so far.
I'm sure some do, but it would be the minority of ladies.

Getting busted by law enforcement. Yes, it can and does happen. But not with a well reviewed lady.
