Correct, you can not write a review since you did not meet. The best option for you . . .

Where is the best place to post about a NCNS (really actually worse than that, kept me stringing along all night for 5 hours, so wasted my entire night) so others can have a heads up?  I assume I can't do a review since i didn't actually see her.

is post something on your regional board. Assumption being you reached out to her as to why this meet did not occur.

Contact her first, she may have a good reason, before you call her out on your local board. Hopefully she will try to make it up to you and offer a discount or something.

Here's what I did,  and I have posted this before.  Tell the story on your local regional board, and the reviewers' board (if you're on it).  Leave her name out and tell readers to PM you for her name.   That helps to avoid a shitstorm from the provider.

I am a FIRM believer in naming names. If you name names EVERYBODY will know just who it was who did this AND it will be there for all to see if they ever want to do a message search on the provider.

If you ask members to PM you for details only a small handful of people will ever know and it will have almost zero impact on getting this provider to stop her bad behavior.

Name names, or it's just so much whining.

I suggest you attempt to contact her & ask simply if she is alright?   She might have been in an accident for all you know.  Her response (or lack of) will tell you what you need to know.

I agree that he should contact to find out what happened. I do not expect a credible explanation.

However, OP said that she "kept me stringing along all night for 5 hours, so wasted my entire night)". That's one long, drawn out accident or maybe the accident happened just as she arrived at the location.

"I'm almost there." "I'm almost there." "I'm almost there." "I'm almost there." "I'm almost there." Ooops!

Thanks all.  I will find out what happened before I do anything for sure, then post.

...attempt to communicate first with a provider that flaked on you before going public.  Sometimes life happens with the reason why being perfectly understandable, and you may still make a new friend as was originally intended.  If no apology/excuse/reason is offered, then proceed, and how to proceed is suggested in multiple posts on this thread.

Why allow yourself to be strung along all night?  You should establish what is an acceptable delay beyond the appointed time (your modus operandi), and move on when that threshold has been breached.

Then you won't be simply repeating what others have already said.

She might have a good reason but no reason good enough for not shooting him a text.

If I was forced to miss an appointment with a client due to a car wreck, having my dumb ass end up in jail, or some other arcane reason that would prevent me from making contact, the VERY FIRST thing I would do upon getting access to any form of communication would be to contact any person I left waiting for me.

Good reason or no, making the customer reach out to her for an explanation (or lame excuse) is simply intolerable and she needs to be named in PUBLIC so she can find out for herself that bad behavior has negative consequences. To not do so is to tacitly send her the message that her actions are acceptable.
