Rating agencies and finding the overall best "bang" for the buck

While TER reviews are fantastic for ascertaining the truth about various individual providers, the format does not lend itself to overall reviews of agencies.  For example, while YMMV with an individual provider, overall I find Jillian Bradley's providers' quality and her space's ambience/cleanliness to be superior to Julie's.  Is it worth the extra $?  Usually, for me at least.  (I remember JB's from the days when she was on Second Avenue.)Perhaps, what we need is a Zagat type rating system for agencies?  Categories might include:  Cleanliness; ambiance; truthfulness of phone person; overall quality of selection; and price.  Zagat uses a combined quality/cost comparison to produce a best bang for the buck index.  Might be something for us too.  Any thoughts?

It is better to check the individual reviews.  After a while, one will develop a sense which agency is a better fit for him.
