I'm visiting NYC for business and would like some hotel recommendations. Water or city view doesn't matter as long as the scenic view is top notch.

Several, in fact.  But, one night, her room had great views of the Empire State and Chrysler buildings, and her room, on an upper 30 something floor, made the UN building look rather small.  And it had great views of the East River, as well.   All were within easy walking distance, as were shopping and local stores as well.

There are many great hotels with views in NYC...I just provided one.

Ink 48 has beautiful views and a great spa. Good rooftop in the summer as well.

It has fabulous views of the harbor and Statue of Liberty.  The room comes with a telescope.

The Ritz on Central Park South has stellar views of the park.

The Essex House/JW Marriott a block away has great views too.

For a lower price, the new Courtyard and Residence Inn near the park are in what's called the tallest hotel building.

I've had a great view of all the neon at Times Square from the Marriott Marquis.

I'm usually more focused on the interior view.  Some of the best ladies are in NYC.

A Time Sq view on the upper floors at the Marriott Marquis [ one of the few area hotels that do not have key required elevators, btw.] The last time I was there the spacious room not only had a terriffic view of the bright lights of Time Square but I could also see a distant Statue of Liberty.
The London has great views and it is a friendly hotel. All rooms are suites.
The James in Soho has but a few rooms with great views but what you see from the roof top bar is incredible. Usually what you see IN the bar is pretty spectacular as well !!

I forget the hotel, but from an upper floor window I was basically looking across a wide interior air shaft space to see the bricks and windows of the other side of the hotel. :-(

However, when I closed the drapes and she dropped her robe, the view improved considerably.
