Providers I know someone that is just starting out as a provider with a very  limited menu  HJ no more, is there a particular place to advertise that catters to a more moderate clientele

I don't think it is particularly safe to advertise specific sexual acts.  However that sounds like body massage, or "sensual" body massage.  There are many providers who advertise that.

A couple of options come to mind  
One would be TrystLink - Massage
The other Minnesota Erotica - note one dos not need to be with the agencies or agencies to post there and suggest use an email other then gmail to let people know she is independent. One add is up if you have seen her as a client you can write her first review to help with defining her menu.

If she is a CMT she can advertise of rub ratings website. If she’s not a licensed masseuse it’s body rubs, FBSM, prostate care, and some are top less, but many offer nude it’s totally up to the provider.
