There is one that is literally on AirBNB for rent. Just google "bdsm dungeon for rent minneapolis". Also, there are a few Dominatrixes in town, myself included, who have rented from other Dominatrixes. I have rented from Amanda Wildefyre but I've heard good things.

Aren't dungeons limited to legal activities? It's legal to tie people up and to whip their asses. But if there's any actual sexual contact, that puts the dungeon in legal jeopardy, yes?
Unless there's a financial transaction (or the promise of one), I don't think sexual contact is in itself illegal.
