Just a few days after I spent 2 hours and 15 minutes* waiting in the pedestrian line at Otay Mesa to re-enter the US from Mexico, I went again yesterday (Saturday January 9th) and there was no line at all! I jumped out of a taxi at Otay border crossing on the Mexican side after seeing the chica, and about a minute later, I was back in the US.

Sundays and commuter hours (about 3am on when people living in TJ cross to work in San Diego) are the worst. In general the later it is in the evening/night the better.
I crossed yesterday (a Thursday) about 9pm by car in about 15 minutes. Traditionally crossing times will be be better than average from January until summer vacations start except when the college students flood Tijuana during Spring break.

Combined with your other answer here in this thread, I agree with you that crossing at 9pm on a Thursday is pretty much guaranteed to be quick and easy at either location and by either car or pedestrian.

I usually cross at San Ysidro. The times I posted about were for San Ysidro.
Expect crossing times (both for vehicles and pedestrians) to increase during Spring Break.
