Sorry, but the answer to your question depends on the day and what you want. Do you want a street, bar, massage parlor, or Internet girl? Also, what attracts you in a girl: how old, petite or busty, tall or short, blond or brunette, dark or fair complexed, etc. TJ offers a lot of variety in Latinas to chose from. (Some places seem to specialize in a particular type of girl. For example, Mermaids in the Zona has petite girls who all wear school girl uniforms.)
You didn't say anything about the level of service you want. Are you only interested in how she looks, or is the price, amount of time you will spend with her, and the services she provides of importance. Are they part of the 8-10 rating? The answers to these type of questions have a huge impact on where you should go to find a girl.
I don't think there is anyplace you can go and only find girls who rate an 8 to 10. The girls you are seeking are going to be hid among a flock of 4-7 girls.
Adelitas and Chicago Club are both good places to start if you want a bar girl. There are a lot of bars very close together in the Zona so it is easy to go from bar to bar until you find what you want. Assuming, of course, a bar girl offers the services you want. (Sometimes I think standing outside Adelitas and watching the girls enter/exit the hotel gives you as good an idea of the selection as going inside.)
A second option is a massage parlor girl. Again, you enter message parlors and see if any of the girls are what you are looking for. If not, check out the girls in another massage parlor. (There isn't an admission charge.) 8th Avenue on both sides of Revolucion has a number of massage parlors. Of the TJ massage parlors I've visited, Luxor (by the Pueblo Amigo Hotel), Monte Carlo (take a cab) and New Body Spa (on 8th a couple blocks west of Revolucion) have the best looking girls. They also charge the most.
A third option is the Internet girls. They give excellent service, but since on average they are older than the bar and massage parlor girls they may not be the 8-10 you are looking for if your criteria are based mostly on appearance.
There are also street girls, girls in the strip clubs, girls with ads in the newspaper, and the girls that taxi drivers recommend. Guys have had both good any bad luck with every conceivable method of finding girls in TJ.
The answer to your question depends upon your personal preferences and changes constantly. Any opinions you receive are based "on average" and may or may not apply to any given day. TJ has some great girls, so don’t give up--you'll find her you if you are patient and willing to put in the time searching for her.
I personally spend more time in massage parlors than in bars. I’m happy with the results, but massage parlors are not everyone’s cup of tea. My best experiences have been with the Internet girls, but I wouldn't rate them at 8-10 on appearance. Good luck.

Ideally, I'm thinkin it counts the most in the looks department, so... I'm wanting smoking tight body, young(20 +/-, up to 28ish), big boobs, flat stomach, tight ass(of the bouncing quarter variety), pretty face, clean/safe... basically, I'm wanting to bang the hottest chick possible b4 i 'settle down', so as close to that as possible...

With a selection like you get in TJ, you'd be a fool to fall in love and settle for one girl. I learned my lesson well. High End? Really depends on your definition but there are 8s, 9s, and 10s at "Adelitas" and "Chicago Club". Most only work the weekdays (or nights) closer to the weekend and the weekend itself. I could mention names but, again, the definition is open to debate. The problem is that most of them realize that and know they can ask for (and get) the premium price. Some of the most beautiful chicas I've seen in TJ were night dancers at "Peanuts & Beer" on Revo. "Boleros", "Penthouse", & "Madonnas" all have their premiums too.
