The answer to your question, I think, is a little bit of everything you mentioned. If I understand the situation (and I may not) it goes like this: The law is silent on prostitution, so while there isn't a law against it there also isn't a law authorizing it. The law does, however, require sex workers to have health cards. (Why this isn’t a law authorizing prostitution I don’t know, but in Mexican jurisprudence that’s the way it is.) Some things, however, are specifically against the law, such as pimping & pandering and sex in public. The area around Adelitas, Chicago Club, etc. is called the Zone of Tolerance because in that part of town certain laws aren’t enforced. Consequently, the street girls can ply their trade around the bars, but not in other parts of town.
The girl you saw could possibly have been picked up for operating publicly outside the Zone of Tolerance. If she’s working out of an apartment that is unlicensed that could be a different problem. If she doesn’t have a health card that could be still another problem. I think the girl overreacted—-they all do. Once when I met Teresa she hung back because there was a cop next to me when I was standing in front of Calientes.
