1. Many of these providers have never heard of TER.

2. Many of their clients have never heard of TER.

3. People are not aware of the new technology that allows for image searches to find out about the fraud. Tineye is pretty good but not as good as images.google.com (you can search phone numbers and upload a image or image url).

4. Many guys will go through with the appointment even it is B&S. I am guilty of this in the past. In the one case the girl was better looking than the stolen picture.
