Sounds like LA isn't for her. She should stick to SD. (eom)

When I visit LA, I fly in, cab it to the hotel and stay my ass put. It's not worth even having a car out there, from what the locals say. NYC traffic did not even seem as bad, but that was downtown. Most people learn to bike, walk or take the subway.

Since it relies on users reports, it is not always accurate.  It tries to route you around traffic, often via side streets through residential neighborhoods.  There was an article in the Times several months ago saying how people in neighborhoods along the 405 and the 10 freeways would upload fake traffic reports to avoid Waze routing traffic through their neighborhoods.  This can lead to some very convoluted routing.  A good sense of direction and Siri or Google maps is essential here.

Yes, I do use Google Map to check traffic 1st and then use Waze if there's traffic on my usual route.
