There are also business permit issues involved. These are minor civil infractions, but police are sometimes eager to enforce them against sex-related establishments, especially if someone has complained.
The situation gets murkier when the one paying wants to become a participant, even in the way you describe. Different jurisdictions would have different laws governing such conduct, and I don't even know what the law here in California would say.
