Buy the book "Brothel" which is being sold by book clubs all over right now or go to Bookstop and purchase it.  It is a great read, very interesting and you will find much of your needed information in it.  It is by Alexa Albert.  If you write her a personal letter she will answer it (she answered mine).  And it's in paperback (cheap!).

You could be arrested and prosecuted for aiding in the commission of a crime,which is a felony, eventhough prostitution is only a misdemeanor.  As far as a brothel in Nevada, you have to buy an existing brothel.  There are 35 brothel licenses and the state will not allow the local sheriff's issue anymore.  The going price for a brothel is $500,000.00 to $700,000.00, depending on the location.  On the other hand, if you are a cop, like Bob Lee, the owner of Sheri's Ranch, they might make an exception.  Good luck.  By the way, Nevada is a very tight knit state when it comes to things like brothel and gaming licenses.
