Last time I checked, women don't straddle the toilet seat and aim for the pisser like men do. I think it depends on whose accommodation it is. If it is an incall which was purchased by the woman then the seat should be put down. If the accommodation is the mans then he can leave it as he pleases.

First, I aim a rifle by looking down the barrel and using the site. Not possible with my Johnson. Second, the velocity of the pee stream isn't constant, meaning that the direction changes involuntarily. This is especially true for us older gents. For these reasons, I always go seated at a girl's incall. I think it the polite thing to do. To hell with masculinity. I just proved that!
I think the ladies should put it in their screening protocol.
That way the men will remember they were asked and they will remember to leave the seat down.
