You web site registration page says you want P411 AND a lot of "Required" information. It does not say that P411 will be accepted and you don't have to provide the other information
I've done business with several agencies, and at the risk of letting the cat out of the bag, they've all been more flexible on their screening requirements than their websites indicated.

Maybe there is a shortage of wonderful ladies in the Carolinas and the guys are "forced" to jump through these hoops to get laid, but somehow I doubt that.
